Is there anyway that a tidal flap valve fitted to a culvert outlet can be modelled in Hydraflow Express Culverts.

No. Express Culverts does not explicitly allow flap valves. If you need to prepare analysis for a tidal culvert, I would suggest using Autodesk Storm and Sanitary Analysis.
