City of Omaha Standard Curb Inlet

I am trying to do some inlet calculations in Hydraflow Express and am having some trouble modeling the standard City of Omaha inlet. I have attached their standard plate. Based on the user guide and instructions, I think that the throat height should be 0 and the depression should be 5.5 inches but Hydraflow doesn't allow for a 0 throat. Can anyone with more experience than me confirm or deny my thoughts and suggest what my values should be? Thanks.

The Throat Height should be measured from the extension of Sx (slope of
the road)

Your opening is 5 - 1/2" from top of opening to a depression.
