The Text in my title block rotates 90 degrees when I print.

Select the text and in properties change the setting for "Match orientation to layout" to no. I don't know why it rotates text that is already matching the layout, but I had the same thing happen yesterday.
Any chance your text might be using the AnnoRomans font? We have been having trouble with this. If so, change the font to plain old Romans. It should work!
