The symbol manager doesn't exist in Civil 3D. You can utilize tool palettes or design center. You can get most of the past functionality from tool palettes and they are easy to build.

There are also third party programs that do what the symbol manager did and more.

Jason detailed this quite well when he was blogging with me on Civil3d.com.

Hi drafter1411,

You find Symbol Manager in Land Desktop, but not in Civil 3D.

Due to the improvements in AutoCAD palettes etc. the Civil 3D team did
not provide the Symbol Manager functionality.

They did provide a fair range of MVblocks but I'm unsure how they
intended you to find them.

Look in something like:

C:\Documents and Settings\All Users\Application Data\Autodesk\C3D
2010\enu\Data\Symbols\Mvblocks\

As others have posted the Design Center and Tool Palettes in AutoCAD are far better at managing and inserting symbols that Symbol Manager ever was. Both of these tools allow drag and drop without having to run the insert command. Civil 3D ships with a standard palette set "Civil Multiview Blocks" that contain 100s of symbols for your use.
