spot elevation for surface in Civil 3d 2012 to plot screened?

xrefing a drawing that has annotated surface labels spot elevations into a Precise Grading Breakout Sheet, but making sure those labels plot screened.  How do I make sure I can plot it screened?  I have set the label styles By Layer and the text within that style is set By Layer and the Layer I created for the styles is set to plotstyle screened and color 8, I also made sure that the Precise Grading breakout sheet has the xref layers applicable to those surface labels set to screened plotstyle and color 8.  Please help?

I have a vague recollection of reading that this works with ctb but not stb.
