If you aren't able to update the USB graphics device driver, then the next best thing to try is to uninstall those drivers, reboot and then try to launch AutoCAD or Civil 3D.
BTW, which USB graphics device are you using?
I have this same problem and tried all of the opyions, can anyone tell me if it also works on windows 8??? and autocad 2014. please help!!!!
Best course of action is to send in a CER (crash) report with your email address and then open a subscription support case with details and inform them that you have submitted a crash report.
I had this problem happen to me just randomly showed up one day when I went to open a file. Now it happens anytime I try and open a file within AutoCAD or through Windows Explorer. I was able to fix the problem by setting the application defaults, but this lost all of my customizations I had before. I selected the option to save my customizations to a file and I have tried attached the file here but it is apparently too large. Is there a way to figure out what is causing the problem and removing/fixing this so I can reinstall my custom settings?

I have this error too, when i´m trying to save a file, that is in a sheet manager. I´m using a civil 3d 2015 in a windows 7 64 bits. Any help. Thank you.
Welcome to the forum. Those types of error are not to helpful. However I did find THIS in the Knowledgebase. See if that helps.

The error message posted is too generic to have one solution, and being a four year-old thread, it may not be applicable to newer versions of Civil 3D.
If you are running into this error, I suggest you start a new thread with a description of the error, what you were doing when you ran into the error, and information about which version of Civil 3D, along with information about your graphics card and driver versions. If you do get a CER window, please send in a crash report so that it can be associated with your thread as well.
