plan production - P&P sheets

I have cut my P&P sheets with the production tools.  I am using a cut sheet that has alignment and profile data shortcuts in it as a base file.  The sheets come out fine, but, I noticed that I cannot segregate the alignment station labeing.  In the cut sheet I put the alignments and their stationing on 2 layers.  One for objects and one for station labels.  Do I need to put each alignment and its labeling on individual layers in the cut sheet, i.e. road1, road2 etc.?  Why can't I label the alignment that is displayed on the P&P sheets.  I have an Xref of the plan view, whereas, the profile is active in the P&P sheets.

The alignment for the P&P sheets was buried under the Xrefs in the drawing.  Changed draw order and labeled the alignment with stationing.
