This is a bit of a vague question - need a bit more info e.g. what have you got, how familiar are you with Civil 3D, do you mean how to design it hydraulically for a specific flow or just for a specific cross sectional area etc etc??

There's a River Analysis module available for purchase now.

 

Otherwise, I suggest using a Corridor to build the channel, Sample the sections, then Import/Export sections to HEC RAS iteratively until you are done.

 

We really need a Channel Corridor object in model space that would allow us to do quick Standard Step backwater analyses on our projects.
