Pardon my ignorance, but what is an acceptable network speed for running civil3d? And how can I determine what ours is?

I am assuming your speaking of your interal (intranet) network (LAN) which would be 10/100 (mbps) this is as fast as it gets, where things slow down is the other hardware (i.e. processor and hard drive).
Now if your talking about over the internet I have no clue, even with my 7.8mbps/1mbps is still slow over a VPN (Virtual Private Network)

Actually, Gigabit (1000Mb/s) ethernet has been around for quite some time, and most internet cards and mobos released over the last few years will support Gigabit ethernet.
A current 7200 RPM drive with no RAID array can typically deliver a sustained throughput of about that. So you can notice a distinct difference between 100Mb/s and 1000Mb/s ethernet. And a server with faster disk drives and/or a RAID array can be waiting even on Gigabit ethernet, at least when reading files (the hard drive write speed tends to be the limiting factor when writing files). Throw in a bunch of other simultaneous access, such as some people streaming internet radio, and maybe an IP phone network (ideally on its own subnet, but...), and you can easily see better performance from a 1000 Mb/s intranet than from a "standard" 100 Mb/s ethernet.
A typical "fast" wireless network has usually been ostensibly 54 Mb/s, although in practice it's usually about half that. I personally consider such a connection frustrating and rather unusable for C3D, but I've known people who have suffered with it. There is recent wireless technology out that is supposed to be quite a bit faster than this, but I haven't tried it yet.
