Is your LDD a network install?

If so you need to network install Civil 3D also.

Check out my 10/23 post. I had the same problem, but when I installed as
network install everything worked fine. I'm betting that when you
uninstalled LD 2004 you didn't wipe out all the local files and folders
associated with it. When you reinstalled, some of the old got mixed with
the new install and the software still thinks its a network install. Try
shutting down the LM and see if you can run LD 2004 by itself. If you can't
then you need to unistall LD 2004 and delete all folders and files
associated with it, then reinstall. This is just a guess. Hope it works
for ya!

you may have implied this in your message, but do you have Civil Design 2004 (or Civil Series) installed on the computer? Civil 3D requires Civil Design, not just Land
