what is the trick for holding triangulation within a surface boundary? I recall a setting somewhere but can't seem to find it... attached graphic, would like to hold the surface triangulation within the arcs which are in the surface definition as boundary

This may not solve your problem but it is worth noting that when adding the boundary to the surface definition you should enable the "non-destructive breaklines" option in the dialogue. That option ensures that the surface retains the triangulation precisely at the boundary. Essentially it is like clipping the TIN with a cookie cutter. If you leave it off the triangulation stops at the closest triangles that fall within the boundary. That usually results in gaps between the TIN and the boundary.
