Mike,
Civil 3D is not converting the metric x,y coordinates in the DEM file to
feet. I've created a defect for this. Since the DEM file elevation data is
in feet, you can't scale the surface.
For now, you have to create the surface from the DEM file in Land Desktop
and import it into Civil 3D using LandXML or the Import Data from Land
Desktop command, located in the General menu.
