civil 3D 2013 unknown command NWCOUT - still after fixes

I tried based on suggestions in several other threads:

• C3D 2013 hotfix1
• C3D 2013 enablers
• reinstalled C3D 2013 enablers with control panel
• install navisworks exporter
• Navisworks manage 2013 is installed
• Installed sequence; Navis and C3D both installed the same day, not sure which was first but C3D 2012 was already installed first
• restarted computer

And NWCOUT is still an unknown command

My laptop is right here with C3D 2013 and Navisworks Manage 2013 installed, NWCOUT works fine on it?

So, while I wait for a large corridor file to compress, upload to my server, then download to the laptop and uncompress - NWCOUT it -> then follow the same process in reverse back to my workstation; I wrote this.

Why won't NWCOUT work on my workstation.
