changing label text

I am trying to scale down my label text insdie of my viewport. Its about twice the size that i would like.I tried to use the scale command but nothing happens.

Set the size of label text in paperspace units in the label style.

Are you using annotative text?  That is controled by the scale the viewport is set to.  If it is comming in at the wrong scale to begin with you can go into the edit label style composer under the Layout tab and manually put in a text height for all the labels.  Hope this helps.

The scale command has no effect on the size of Civil 3D labels.  As troma stated, you'll need to edit your label style tech height option.
