Looking at the bundle format (the autoloading system) it should load in 2014 and 2015.
I was able to load it in 2014 using the netload command and selecting the Xsect2Surf2013.dll file, then ran the Xsect2Surf command and the dialogue appeared.

I've never seen that before. Looks pretty neat.
Just tried to do launch it on 2015 as you told. I have not tried to create the surface but it looks that it is going to work, because it recognizes command and gives me a wizard.

Yonas89 did you ever get it to work? Im trying to load the application via the NETLOAD command but nothing happens.
Nope, nothing on the command line and C3D does not recognise the command XSECT2SURF.
edit: I got NETLOAD to work by adding a couple of lines in the acad.exe.config, however i now get an error when trying the XSECT2SURF. Included the whole error message in a spolier tag.
Looking at the error does not reveal a lot to me, (I'm sure someone with more programming experience can get more meaning out of it) but got me thinking about the versions.
The bundle that is installed with the app include the versions 19.0 - 19.2 for the 2013 dll.
19.0 was 2013, 19.1 was 2014.
2015 though is version 20.0 which generally means that apps made for the previous major version, being 19 will not work.
Unfortunately I think this means that xsect2surf nees to be recompiled for 2015 in order for it to work.
So I think you are going to have to contact the developer on the link posted early where the tool comes from.
I've installed and succesfully used the application on another computer running C3D 2015 as well, so the error is on my end. I've tried reparing, uninstall ingand reinstalling everything, ranging from civil3D to .NET frameworks. But I still get the same error.
Look at the properties of the .dll file in explorer and see if there is an unblock button. If so unblock the file and reload.
I successfully loaded the file on Civil 3d 2015.
We were using it also and it seems to be something with service pack 2. We have a computer with service pack 1 and it is working but my computer has #2 and it will not run.
