Two plan viewports in one sheet: Arrange bottom to top or top to bottom?

I have a series of sheets, each with two viewports to show two plan views of a long road alignment.  I arranged them to read bottom to top, as it goes up stationing, as we do with cross section sheets, but have been told by an outside  reviewer that the sheets are confusing and should read top down.

 

How would you arrange them?

To me, top to bottom is more intuative.  This is the way most people read, so it makes sense.

Plan views typically start top left, reading right then bottom left to bottom right. Section and details are arranged differently. Start bottom right placing bottom to top, right to left. This is at times overridden by jurisdictional requirements. In a jurisdiction that has a standard with plan views on bottom, profile on top, I would most likely run the multiple plan views as you did. Rule of thumb for me is to not argue with plan checkers over this kind of small stuff. 😉 ~ Mary
