All of our jobs are tied to State Plane and when we need to have the survey data in its original bearing set we use the transformation tab. Not only do we rotate, but we move it to a 5000, 5000 coordinate set to make the transformation obvious.

You are correct... The Transformation Tab is disconnected from all MAP functionality, so there's no way to automatically transform data from other coordinate systems when you are using the Transformation Tab.
