Title Blocks - Insert vs. XREF in Paper Space

I'd like feedback as to whether you "Insert" or "XERF" your title blocks into paper space for setting up sheets. What are the compelling arguments either way?

I only used the Sheet Set Manager at the beginning.... but whether or not it is useful goes back to how the project is set up and how large the project is.  WisDOT projects have specific nomenclature for files in such a way that the pdf of the files end up in the correct order by the name.  Small projects are small enough that it is not hard to keep the pdf in order.  

I worked on a few medium sized Federal projects, but the sheet set manager would not have helped because so many different disciplines were contributing to the plan and that included other drafting programs, so you still ended up assembling the master plan pdf manually. 

I just have not seen a need to use the sheet set manager.... I tried it... I did not see a benefit.
