Does C3D11 contain a symbol library for things like the north arrow, handicap symbols and the like?

Check the Tool Palletes - they have all sorts of sample content.
There's also tons of free symbols if you search the web.

Why is there not a pull down menu with north arrows in it to choose from
like there used to be many moons ago??
As mentioned. Design Center is well suited for this. You can also add any blocks you want to a ToolPalette. Any block you use regularly should be part of your template.
We only use 2 different north arrows. One for plans and one for presentations. Both are in our template and can be accessed by the Insert command.
