Symbol Manager vs Tool Palettes

I'm now trying to use Civil 3D 2006 going from LDDT 2005. I understand I should use tool palettes to function as symbol manager in LDDT. However the symbols I used in LDDT I can't find in Civil 3D (manholes. water valves , turn arrows etc.). any direction on this?

Thanks for your reply. I'm new to Civil 3D, I did find these drawings earlier. Would it be a good suggestion to make tool palettes from these drawings?
