Surface elevations are off by scale factor

So I've been creating an existing and proposed surface on a site.  The elevations are all around the 690-725 msl.  But each time I create the surfaces it's factoring the elevations down by a factor of 12 so that they're around 57-60' msl.  I tried to play around with both sets of contours and scale them up by a factor of 12 but it still doesn't work.  When I create the surfaces it still has them in the 57-60' msl range.  I am sure it's some simple setting that I am overlooking but I can't seem to track it down.

 

Any help would be greatly appreciated.  Thanks.

Sounds like the "Ambient Settings" for Elevation may be set to Inches.

 

Settings Tab of Toolspace>Rt. Click DWG name>Drawing Settings>Ambient Settings>Elevation.

 

Edit: Also verify the Feature Settings For Surface.

Settings Tab of Toolspace>Rt click on Surface>Edit Feature Settings>Elevation
