In our city, with a mean elevation of around 1500 feet, it is common on plans to drop the 1000 and 100 digits, so an elevation of 1465.83 would appear as only 65.83. This saves space on crowded drawings with lots of existing elevations. The contours would be labled with the full elevations so you know where you are at. I have always exported the point file, then manually edited the elevation to remove the first two digits, then re-imported on a different layer and into a different group.
Is it possible to accomplish this with a unique lable style, that would only show the 10's an 1's digits?

Yes. This is for surface labels, but you can do the same thing for Point elevations.
