If you have points at the locations of the signs, the Points > Station Offset to Points report would work well.

I'm not sure you can get a station referance to a point. But you can get a sign symbol into a drainage structure. create a structure style for each sign, create a pipe network of only structures. now youll have a dynamic sign table from the network

I like this idea Joe. Pipe networks can be used outside of the box for a lot of things. Think about inlet filters/protection with a hidden pipe style next time you do an SESC plan. Fully dynamic block locations. Lots of fun things.

As for Pipes, I've only done Tutorials, so I don't know much about them. But I've set your idea up on a shelf inside my brain and might use it someday.

You can add a User Defined Property Class to points.
Settings>Points>User Defined Property Class
Create the station property. After creating this, you will see that property at the bottom of the Properties Palette when you select a point. Pretty sure it shows up in the prospector and panorama too, but I never use those for points.
This is a non-dynamic manual property, but it can be added to a table. How often would you move signs anyways?
AND you can always make the point label be the sign block. Win Win.
