Proposed Grading

Let me start off with this being the first time I have tried to create a proposed surface. I have created my existing surface with no errors. I have created my feature lines (building outline). I have tried to use the 'Create Grading' and added in the information it asks for. My 'Grading Group' says that I don't have any information in it. If I click 'Create Grading' and pick the feature, pick a side, give a distance and slope; CAD seems to randomly draw in 1' contours that do not tie in to anything. How do I create contours to tie the finished floor elevation into the existing surface?

The grading group tool bar needs you to tell it
what surface to grade to and the typed of grading needs to be set "to
surface.
