Profile PVI not moving to where I want it

I've got a vertical profile setup for an alignment running off a T-Junction, hence the the 2 locked PVIs shown in the screenshot attached.  The problem I am having is when I try to move the third "free" pvi, it keeps snapping back to where it is currently...

 

I am trying to move it to tie into existing ground at the end of the alignment (approximately 62.5mAOD) giving a 1:25 gradient.

 

Playing around I've noticed I am able to move the point lower (to get shallower gradients), but not higher than it is currently (a 1:69.9 grade).

 

Any help in understanding why it is restricting me like this and how I can take back control would be greatly appreciated!

I believe this is due to one of the profile controls that are implemented at intersections; there is a Maximum Grade Change option for intersections.

Select the intersection marker, right click, select Adjust Side Road Profile, and increase the Maximum Grade Change.
