Preowned civil 3d subscriptions

Are there any reputable websited where I can purchase a preowned version of Civil 3D? Here is one that I found

A license for the current version of Civil3d typically retails for somewhere in the order of $5,000 to 10,000  I can't see any way for this dealer to legitimately sell it for 1/4 of that price.
