Point Symbol Rotation

i have not used civil 3d 2006 yet and was wondering if they made it where you can rotate the point "block" symbol.
for example: i want a storm sewer end section to come in as the point symbol for the point being imported. but i need the end section to align with the pipe. with c3d 2005 it is impossible to do this easily. you can do it but, not in any way that is productive.
all the blocks i am used to rotating easily have to be manually inserted as blocks and rotated.
fire hydrants
curb inlets
street signs
overhang light poles
mail boxes
flared end sections
if i select the point and rotate it it rotates the text not the point.
i have tried every way i could think of in 2005 and found that not using a block for the symbol is the best way. but that defeats the purpose of the description key using symbols.

You won't do it with a point/label anymore. You'll use a Network structure,
and those structures CAN be rotated to match the direction of the alignment.

That creates it's own problems in profile (if you use the MODEL based
profile view,) but it definitely works well in Plan view.

You can do this with a point or point label style
just set the rotation orientation to be anchored to the object.
Although you will probably find that the best use is to set
the rotation to be by view.

The easiest manner to rotate the symbols (blocks)
that you speak of, is through the use of String characters ($1)
in you description key file. This combined with proper field coding of the data results in the blocks being scaled and/or rotated
based on the description key parameters. (Just like in Land Desktop)
