Point Labels to large when displayed in paper space.

Can someome tell me why the point labels are coming out incredibly large in paper space? They look fine at the size that I want in model space, but switching to paper space the labels have increased 100 times in size.

Once in paper space type REA (for regenall) and your labels will resize.
That is of course assuming you have them set to .1 or .08

I'd check to make sure the drawing scale is the same as in model space as it is in paper space. The point labels adjust based on the scale of the drawing scale in model space and the scale of the viewport in model space.

I checked on that, but it still didn't work. What I did was imported the points as a .XYZ file into a point group, if that makes a difference. I went back to Land Desktop and just imported the points there and the point lables looked right in paper space.

They are set at 18".

18" is quite large. You may want to try 0.1" and it should look correct in paper space. You may want to change the drawing scale to match the paperspace viewport scale to get the labels to be the same height in both.

To add to Chris's response, the heights of label styles in Civil 3D are
designed to be in paper space units. If you want a label to plot 0.1" set
the label style to that height. Yours are plotting 18" in paper space.
