Plan production will not do what you want directly. Civil 3D will accomplish this if you know how to use xrefs and xclipping and viewports.
run plan production with just one viewport in the dwt template file for the top view. re assign the sheet names as 1, 1a, 2, 2a, 3, 3a.
It's important to note this process including using multiple drawings with 1 layout each.
open 1a and rename the base xref to 1a. close 1a.
open 1 and xref 1a into it. move 1a xref to a spot far enough away from 1 so as to not have any overlapping entities. 5000 ft is a good number.
goto paper space and import the layout from drawing 1a and reposition from 0 to 5000 as to not lose the rotation and north arrow that was provided by plan production.
do all work in 1a for the 1a view and it will appear in drawing 1 in the bottom view.
this requires having to open and close drawings a bit more often, but allows for complete C3D functionality when working on the cut sheets.
of course you repeat these steps for 2 2a 3 3a etc...
