Parcel Labeling Issue

I previously labeled some parcel curves with tags & deleted them. Now when I label I't's starting @ 22 & labeling nonconsectutively. I Why?

PS: I changed the Site Properties to begin @ 1

A few questions:

1. Did you set the automatic line and curve tag counters to begin at 1? Or
did you change the manual counters? If you want tag numbers to
automatically begin at 1, you must set the start values of automatic
counters to 1.
2. Did you try using the tag renumbering tool? If you are getting
nonconsecutive numbers, it looks like you are using the renumbering tool
that has an increment value of greater than 1. Try renumbering them again
and set the start and increment values equal to 1.
3. Did you delete the old tags completely or just turned them into labels?
If you have just turned them into labels, then they still have tag numbers
and those numbers cannot be reused. In that case, you may want to delete
those labels to start numbering from 1.

Smita...thanks for the response:
1. I set both the auto & manual counters to 1
2. I tried the renumbering tool & couldn't get the desired result.
3. I erased the previous tags completely using the erase command.
It keeps beginning with # 22 & randomly skips numbers with no rhyme or reason.

I haven't used the tags in quite a while. Do you suppose there is a
connection with these tags like there was with LDD? You had to erase the
arc as well to get to re-use that particular number. Just a thought.
Please post when you get an answer.

That's not true with tags in Civil3D. You should be able to reuse tag
numbers after erasing just the tags or the entire segments. In this
particular case, I have a feeling that there are some invisible labels/tags
that are using those numbers. I'd have to look at the drawing to see what's
happening as I am unable to reproduce the problem.

Smita, found the problem...it put the labels on a layer that was frozen which isn't the layer that's setup in the style. It just arbitrarily put random labels on a different.
