Painfully slow data shortcuts

Hi guys, a few weeks ago I posted this thread:

Now, after various tests with the IT manager, it looks like it is not the Network that is the problem.  When I originally tested the model offline and it loaded a lot faster, I had prmoted (bound) the Civil 3D Data shortcuts, so everything was in the one drawing.  This time, I just repath'd the data shortcuts to my C: drive, so there was still a link, no binding.  It was still taking ages, so it look like a data shortcut problem.  Has anyone else had any issues with this?  The biggest data shortcut is our Existing Ground model, other than that there is 2 other Data shortcuts that are very small.
