Objects disappear in model space

Currently working on a topo in civl 3d when I regen in model space some of the lines with elevation disappear.  If I goto paper space work thru a viewport everything seems fine.  Any suggestions?????

Seems to be some strange tie to the layer PNTS-BNDRY

When I open the DWG, I can't select those cyan lines. But if I thaw layer PNTS-BNDRY, then regen, everything starts acting normal. (Maybe not *everything*, but at least the cyan lines on layer BDRY-ADJ.)

Setting the Viewcube to Home and then a Dview of 90 degrees results in your initial dwg view and then everything can be selected normally.

This could be part of the issue, This point is on Layer PNTS-BNDRY.
