NODE ICON NEXT TO NUMBER?

See Image. What does this icon mean? I can't edit anything in the fields while this is active. I have closed completely out of civ3d and when opened, its still there. These nodes were just placed. See Image.

Means the point(s) are in a locked state. Select all, or individually if only a few you want to edit, right click and select unlock

The Icon you're referring to is supposed to be a red slashed-circle, the supposedly universal symbol for NO, overlaid on a pencil, the maybe not so universal symbol for EDIT. So that means the points are non-editable. You already have the solution for changing that.
