Have you explored the National Map Viewer? Search that term and you'll find it. It's a site provided free of charge by USGS. You can download images, maps, terrains and lots of vector-based SHP files of various infrastructure like roads, pipes, etc.

I do frequently use the National Map site. The best thing I could think of using was the geo pdf, but i have to seem quite a few together. Is there something I am missing on the site that will allow me to place a map in the background in state plane coordinates?

If you'd like to produce an offline clever map, forget the GeoPDF, because it's too expensive and too difficult to achieve.
Instead, I advise trying the Autocad Map native GeoDWF format.
