Labelling not going on straight

okay im using a lisp to label contours. this normally works great, ennter the number you wont on the contour than then click where you want it, it then inserts a wipeout box and a number over the top all aligned to the contour. i have a survey file that has some kind or rotation to the ucs because the labels just wont go on aligned to the contour. the wipeout is aligned to the contour but the number is not. the lisp is attached. to use type TIL and the M and then O, enter the number and then click on the polyline

Just taking a stab in the dark (didn't look at your lisp), perhaps you could
set your ucs to world, label, then reset your ucs?

Question ... why use an old Lisp routine when you can do all of what it seems the routine does from a native Civil 3D label?

To help answer the question the UCS is set to world and then you typed in Plan -> enter -> enter right? That should make sure there are no over rides to the UCS.
