Label masking & centering

I am pulling my hair out on this and need some help..

I created a General line label for some basic centerline dimensions and want to use masking on them and noticed that the mask is not centered with the label. See attached.

I turned on the border to see what is going on. I then noticed that the label is not centered with the anchor point, but the border is. I have double checked the styles for extra spaces and unusual formatting. I have even created new styles from scratch...same thing. I have checked most of the Standard styles, they all behave this way. I have checked packaged tutorial dwgs, they are this way too.

I am not 100% sure, but seems like I didn't have this before. What am I overlooking?

I recall someone else in this NG also was discussing this. Probably in the
last 2 weeks. The consensus was that there was a problem with arcs, as I
recall.

Yup. Here it is. This pertained to parcel curve text style but it also appears to be a problem with the general line label.
