Create a rectangular polyline at the appropriate elevation.  Add it to an empty surface as a breakline..

Why "rectangular", Steve?
That breakline should be a polygon having the exact shape of the building foundation...
Then you calculate cut/fill ground movements with the _REPORTSURFACEVOLUME command, isn't it?

The original post doesn't mention a building, so I assumed that the calculation includes the entire area of the original surface.  A rectangular polyline large enough to cover the whole area is the quickest way to create a planar surface, and it's easy to edit.

For a building footprint I would probably convert the polyline into a featureline and then use gradings to create the finished surface.  This has several advantages, including automatic surface creation with a boundary that cleans up any inside corners, and it allows me to use a cut slope to get a more accurate volume.
