Hi,
AutoCAD 2013 (as the thread title says) or Civil3D 2013 (as this is the discussion group for Civil3D)?
Anyway, not Civil3D 2013 SP1 x64 German and also not AutoCAD 2013 SP1.1 x64 English does crash at my Win7 SP1 x64.
What are your servicepack-status and OS and system specs?

I have Civil3D 2013 Sp1. I titled it AutoCAD as the command I executed is a basic ACAD function. I don't know if it limited to C3D.
Windows 7.
Various system specs as I have tried this on many different set-ups. All systems exceed recommended system specs.

Hi,
what language of Civil3D do you have
what language of Win 7 do you have
do you have 32bit or 64bit Windows?
Sorry if I'm bothering you with these questions, but the more specific your information is, the more you will find someone having the systemspecs as close as possible. And then an answer it works for them or they have the same problem will help to isolate the problem, either for Autodesk if there is a bug, or for you, if that's only your network/security policy/firewall/...

Although some of the Autodesk employees do come to this group. This is a peer to peer support group. We're always happy to help. But if you want to officially report the but to Autodesk. Use this link; AutoCAD Bug Report.
If you're on Subscription you should initiate a Support Request from the Subscription website.
