How do I turn off dynamic station offset, etc.

Tis keeps poping up whenever I move my cursor? It is really bogging my
system down. I don't need this info all the time.

Go to Drawing Settings --> Ambient Settings tab --> General property. Fourth option down should be "Show Tooltips". I think that's what you're after. I don't know if that can be overridden from below; you may have to switch off the tooltips in individual objects from their Properties dialogs.

Turned tool tips off and the text stop showing up but my cursor keeps
stopping like it is trying to show the info at it's location.

Try turning off Osnap and/or Dynamic Input (F12, whatever it's called; I never use it). Dynamic UCS might also be the issue...

All that stuff is off. I thought it might be a network setting, so I ran
off my c drive and had same issue. When I move my cursor around for instance
when I'm laying out a FG profile it keeps stopping and as I move it around
it looks like a little dot keeps appearing just to the lower right of the
x-hair intersection. Kinda like it is trying to generate text that says
something about where i am in my profile. like station & elevation.
