Fixing overlapping point labels

I have a drawing with a survey containing 3000+ Civil points. I have elevation labels on the points and many of them overlap, probably in the hundreds.

 

Is there an automatic way, or a good procedure for resolving overlapping point labels?

If there is a way, I have to believe that it's going to involve some sort of customization (probably VB).  I think you'd likely get a better response in the C3D Customization forum.

 

I can tell you that I would love to have something like this well.
