I just start doing grading and playing with feature line.i understand a bit and need further help as following.
1) feature line govern the grade only along its length.(longitudnal only or transvers also?)
2)some help to understand the concept of grade up and down..
any helpful data or link will be really appreciated.

1. Do you know how a surface is made?
2. Do you know what tin lines represent?
Feature Lines have nodes (elev. points) along its length only.
If you use the FL editor, you can see what direction the nodes are "moving" along the feature line, Up is up and down is down.

feature line govern the grades along the line, but can it also has impact in the transverse direction?
for example if we have a square site and draw a feature line around it and by raising one leg of square, rise the elevations along the line or has impact upto the opposite end(leg).
Grab a feature line and explore the contextual ribbon for the elevation editing tools; longitudinal and transversely (projecting). Also look into the grading object tools
Subsequent feature lines also interact with previous ones when in the same site.
In your example, raising one side will raise the entire fl if one isn't paying attention. One can go back in the elevation editor and correct the situation afterwards though and ensure only the one side is elevated.
Im' not sure which example you refer, but ye, you are correct.
