Drawing looks different in lay out space,
I’m wondering how the same drawing looks different in the lay out space! Please, have a look on the screenshot below to find out that the same drawings looks different in the lay out mode
What might be the issue here

It looks like the layers for those labels are frozen in that viewport.

Today is the first day I'm using 2013 and I'm coming from 2010 so forgive me if I'm wrong. I downloaded your drawing and looked at it. This behavior appears to be something that I've hoped for. That is: the labels appear different at different location in different viewports. Try "reaching through" the viewport while you are in paperspace and dragging those labels to the desired location. When I did that and then went back to model space the dragged location was in a different place than where it was in my paperspace viewport. This, to me is the preferred behavior. This is behavior more like "AutoCAD" annotative objects where the objects stay at different dragged locations at different drawing scales.

I'm not sure. This is new behavior to me so I just don't know the ins and outs of it yet. If I find out more about it I'll let you know.

This is the first mention I've seen of this. If this is a new attempt at getting Annotative scales working with C3D labels, it's not quite working correctly. So I would suggest that you make sure to make all of the label adjustments while in the Layout tab, through the viewport. I also highly recommend that you lock the Viewports once you have the scale set. It makes it much easier to zoom/pan when working in the viewport.
