Drawing cross hairs NOT parallel with UCS

Ok, here's the deal.

 

I have my dwg with the 3D view set to TOP, UCS is looking correct (Y pointing up, X pointing to the right), yet my cross hairs are an 'X' (rotated 45-degrees).  What gives?  Can't I have them all aligned, and how do I do so?  Any help would be greatley appreciated.

"SNAPANG" type E for east.

Set "ucsfollow=1", then switch to any ucs and then back to current ucs, cross hairs should follow.
