There's some simple solution to this, but I haven't found it yet.
We are a survey company based in USA.
We work in "US Survey Foot."
When we import a point textfile to build a survey database, we need the points to appear in "US Survey Foot."
We're trying to set our standard template to reflect this; we do not wish to have to adjust the drawing units every time we import points.
How do we set up our drawing template so that whenever points are imported, they will be in "US Survey Foot" units?

1. Specify the Survey User settings set the way you want them (including the Survey Foot setting).
Additionally set the Linework Code Set (if using a custom one) and also the Figure Prefix Database
your organization uses prior exporting the survey database settings.
Place all 3 files, Survey Database Settings, Linework Code Set and Figure Prefix Database in a network folder.
2. Export existing survey database settings
3. From within your Standard Template, Set the Survey Database Defaults
Then provided each new drawing is created using the Standard Template the Survey settings should be mapped as you specified.
The Survey Settings are actually stored in the registry. A couple options for sharing the Survey User Settings with other users are:
1. Save an arg profile and import it to other machines.
2. Export the Survey User Settings and then Import the Survey User Settings on other machines.
There may be other ways of doing this but we use the arg profile method to map all users to the same Survey network folder.
This folder contains the Survey Settings file, the Linework Code Set file and the Figure Prefix Database file.
