Had a collegue of mine help me figure this out... I was having the same issue.
The leader connection to the point is not set in the style. It's per point. Select a point, go to properties, Under Annotation heading, Leader Attachment Option, Select Point - instead of Marker Extents or From Marker Style.
This will force the leader to the point coordinate. To do a mass selection of points, click a point, right click, hit select similar, then change in properties as stated above.
NOTE: I believe that the Leader Attachment Option from above called From Maker Style is confusing, because points do not use a Marker Style, which is an actual style in Civil 3D. They use a point style for their 'marker', in which to add more confusion does not have any settings for leader attachment. I believe that both Leader Attachement Options (From Marker Style and Marker Extents) use the extents of the marker object to calculate the end of the leader.

This is my fault. Yes, I did realize that it was a 5 year old thread - but in looking for the solution I neglected to fully read the last post as I was looking for a solution.
After I posted, and before you commented on my post, I had realized what I had done and went to revise my post or remove it - the forums were then shut down to switch to this new theme - go figure, right when I make a mistake.
Now it cannot be removed from the thread... Oh well, my post is not entirely wrong as you can do individually if you want, or you can do for all by style.
My apologies.

No real problem. And since we're necro-posting anyway. Here's where to change if in the Marker Style.
Just change Leader stop at marker to No.

First of all I want to thank ... for posting the solution. 7 years later I still had the same problem to confirm it by default.
I knew how to do it from properties, but this was very annoying.
