Database

I have a survey drawing with pts and a surface in the database. If I open a another drawing file and xref this survey file into it, how do I link this new drawing file to the database the survey file was using.

By database, do you mean the survey database? Surfaces don't exist in the
survey database, they exist in the drawing file. Points can exist in either
the drawing, the Survey database. You can link points between drawings by
using the survey database. You can link surfaces between drawings by using
Data Shortcuts and Data References.

Ok thanks. Sounds like thats one major difference (of many many) between Civil 3D and LDD. LDD had a centralized data base where all drawings could be link to to access all project information (surfaces, alignments, pts, etc)

You really need to do the tutorials on Civil 3D. It will answer most of
your questions.
