Curve labels skipping number

I am adding curve label numbers to a parking lot to create a table with the curve delta/radius. My problem is that #9 is being skipped. Its going right from 8 to 10. Any help?

I have the same problem but mine is skipping, from 6 to 9.

I had a similar problem and the following worked for me:

-Set the next tag number to the missing number.

-Create the tag and when prompted choose to create a duplicate number.

I made a table using all tags in the drawing, expecting there to be a duplicate number, but there was not. I never found the duplicate tag.
