Curve Label Tags

My curve labels keep skipping. Why do they keep skipping from C6 to C9? I know how to use the renumber tags command. It just keeps skipping C7 and C8 for no apparent reason. There are no tags on frozen or off layers. When I add all possible objects to my curve table it does not change.

If you are labeling line segments at the same time, the curve counter increases with each label instead of just the curve labels. Yes, it's a PITA.

The problem I have here is that the curves are numbered by the order the PIHs are created and not by the alignment station sequence...

If I have ten curves in an alignment and then add a new PIH in the middle of it, this one will be the last numbered, not following the alignment sequence. The only way I could fix it was numbering the curves one by one...
