Copy Parcels to New site gives unexpected results.....

In the Prospector, open an existing Site, Highlight Parcels, right-click,
select Copy to Site, in the copy dialog Select New, create the new Site,
press OK......the new site is created allright, but no parcels are in
it....however, there are TWO other new sites named OriginalSite|1|1 ...yes,
they both have the same name! And now there are some lots whose labels no
longer appear, yet they are still shown as being defined in the prospector
tree.... AND, all of the alignments from the Original site are also
copied.....basically the entire Site is copied instead of just the Parcels
as was desired.

Any thoughts on how to remedy this, other than redefining the
Sites/Parcels/Alignments ? Is there a better way to split up an existing
overall layout into phases?
