I can I set contour label precession? I want this 10 not 10.000.

Yes.  
This is controlled in the contour label style.

One way to go to the

• annotate tab,
• select add labels. 
• in the dialogue box select feature to SURFACE, and
• label type to CONTOUR any will work
• click  on the edit icon to the right of the name,
• select layout tab
• pick the  right column, 1st row in text,
• then pick the .... To open a new dialogue box.
• In the right window, pick in the text,
• on the left side make your adjustments.
• !!!!!!!!!!!!!   IMPORTANT    !!!!!!!!!!!!!
  when done click the arrow pointing right to apply these setting to the style.
• OK out of all the dialogue boxes.
